ทุเรียนไทยในวันนี้
ส่วนเศรษฐกิจภาคใต้ ธนาคารแห่งประเทศไทย (ธปท.) ได้สำรวจข้อมูลเกี่ยวกับทุเรียนของไทย พบว่า พื้นที่ปลูกทุเรียนเพิ่มขึ้นมากตั้งแต่ปี 2559 หลังจากราคาและผลตอบแทนสุทธิเพิ่มสูงต่อเนื่อง โดยผลผลิตส่วนใหญ่เป็นพันธุ์หมอนทองอยู่ที่จังหวัดจันทบุรี ชุมพร และสามจังหวัดชายแดนใต้ ที่น่าสนใจคือทุเรียนในสามจังหวัดชายแดนใต้มี yield ต่ำที่สุด ส่วน yield สูงที่สุดคือภาคกลาง (จันทบุรี) ทำให้ผู้รับซื้อทุเรียนสดรายใหญ่จะรับซื้อทุเรียนทั้งในจังหวัดจันทบุรีและชุมพรตามฤดูกาลเป็นหลัก ส่วนประเภททุเรียนที่ไทยส่งออกทั้งหมด แบ่งเป็น ผลสด 95.8% แปรรูปแบบแช่เย็นแช่แข็ง 3.9% และอื่น ๆ 0.3% โดยตลาดใหญ่ของทุเรียนผลสดของไทย 77% ส่งออกไปยังตลาดจีน
บทบาทของจีนในตลาดทุเรียนไทย
จากข้อมูลพบว่า ระยะหลัง Demand จากจีน โตแบบก้าวกระโดด ปัจจุบันมีผู้รับซื้อทุเรียนสด (ล้ง) กว่า 600 ล้ง ที่ทำธุรกิจนำเข้าทุเรียนจากไทย สาเหตุที่ล้งจีนนิยมนำเข้าทุเรียนของไทย เนื่องจากคนจีนชอบทุเรียนหมอนทองของไทย เพราะรสชาติหวานมัน และราคาจับต้องได้
รูปแบบการเข้ามาของทุนจีน
กลุ่มทุนจีนเข้ามาทำธุรกิจเกี่ยวกับทุเรียนในไทยเป็นเวลานานกว่า 20 ปีแล้ว แต่เร่งตัวมากขึ้นในช่วง 2-3 ปีที่ผ่านมา ซึ่งมีหลากหลายรูปแบบ โดยเริ่มแรกจะเข้ามาในธุรกิจกลางน้ำ (ล้ง) แต่ปัจจุบันเริ่มเข้ามาในอุตสาหกรรมแปรรูปมากขึ้น ผลดีที่เกิดขึ้นคือ จีนเข้ามาอยู่ใน Supply Chain ตั้งแต่ขั้นตอนกลางน้ำ ปลายน้ำ และหาตลาดมาให้ไทย เอา Demand เข้ามาให้ ทำให้ราคาทุเรียนทรงตัวได้ในระดับสูง นอกจากนี้ กระบวนการตั้งแต่ต้นน้ำถึงปลายน้ำ ก่อให้เกิดการจ้างงาน และการลงทุนในพื้นที่ แต่ก็มีผลเสียคือล้งจีนจะเป็นผู้แจ้งราคาที่ต้องการรับซื้อในแต่ละวัน ทำให้ไทยมีอำนาจการต่อรองราคาต่ำ อาจส่งผลลบต่อรายได้เกษตรกรในอนาคต
อนาคตทุเรียนไทย
จากการวิเคราะห์ข้อมูลพบว่า ทุเรียนไทยยังมีตลาดรองรับต่อเนื่อง แต่ต้องรักษามาตรฐานผลผลิต โดยมีปัจจัยสนับสนุน ได้แก่
1. Demand มีต่อเนื่อง โดยในจีนยังสามารถขยายได้อีกหลายมณฑล 2. ประเทศคู่แข่งยังไม่ได้สิทธิส่งออกทุเรียนสดไปจีนถาวรเหมือนไทย 3. คุณภาพทุเรียนหมอนทองของเวียดนามยังสู้ไทยไม่ได้ ส่วนทุเรียนของมาเลเซีย (Musang King) มีราคาสูงกว่าไทย 3 – 4 เท่า ทำให้มีตลาดจำกัด 4. โรงงานแปรรูปช่วยรองรับผลผลิต และช่วยพยุงราคา
ปัจจัยเสี่ยง ได้แก่
1. ผลผลิตโลกจะเพิ่มขึ้นมากใน 4 – 5 ปีข้างหน้า ไทยยังมีปัจจัยเสี่ยง ขณะที่คู่แข่งก็แข็งแรงขึ้น 2. ไทยพึ่งพาความต้องการจากตลาดจีนเป็นหลัก ยังไม่มีตลาดใหม่ๆ 3. ผลผลิตไทยเพิ่มต่อเนื่อง แต่ขาดการควบคุมคุณภาพให้สม่ำเสมอ 4. เวียดนามกำลังพัฒนาสายพันธุ์หมอนทองให้ดีขึ้น รวมทั้งภาครัฐของคู่แข่งอื่น ๆ ก็ให้การสนับสนุนเต็มที่ ตลาดทุเรียนไทยจะปรับตัวอย่างไรให้ยั่งยืน
แม้ตลาดทุเรียนไทยในปัจจุบันยังดูสดใส แต่ไทยก็ประมาทไม่ได้ ดังนั้น จึงต้องให้ความสำคัญกับการกระจายตลาดส่งออก การพัฒนาคุณภาพ และลดต้นทุน ซึ่งแต่ละภาคส่วนจำเป็นต้องร่วมมือกันเพื่อให้เกิดความยั่งยืน โดยภาครัฐ ต้องหาตลาดส่งออกอื่น เช่น อินเดีย เพื่อลดการพึ่งพาตลาดเดียว อีกทั้งต้องส่งเสริม R&D (Research and Development) ครบวงจร ควบคู่กับให้ความรู้เกษตรกร เพื่อพัฒนาพันธุ์ (Yield) ไปจนถึงการนำเปลือกไปใช้ประโยชน์เพื่อลดขยะนอกจากนี้ ภาครัฐต้องสนับสนุนเกษตรกรให้ปลูกทุเรียนในพื้นที่เหมาะสม และสนับสนุนเพิ่มเงินทุนหมุนเวียนให้ผู้ประกอบการไทยในช่วงฤดูผลผลิตออก
เกษตรกร ต้องยกระดับการปลูกให้ได้ตามมาตรฐาน การปฏิบัติทางการเกษตรที่ดี Good Agricultural Practice (GAP) และลดปัญหาสารเคมีตกค้าง พร้อมทั้งเรียนรู้และปรับใช้วิธีการใหม่ ๆ เพื่อพัฒนา Yield โดยเฉพาะในภาคใต้ และที่สำคัญเกษตรกรต้องรวมกลุ่มขายผลผลิต เพื่อเพิ่มอำนาจต่อรองราคา ผู้ประกอบการ ควรประกาศราคากลางในการรับซื้อรายวัน เพื่อช่วยเกษตรกรในการวางแผนขายผลผลิตทุเรียนได้อย่างเหมาะสม
